Project Overview:
Iu Cheong Electric Company Limited was contracted by the Electrical and Mechanical Services Department to carry out an Urgent Partial Replacement of the Low Voltage Switchboard in North District Hospital. The project was completed between October 2021 and January 2022, and the scope of work included the design, supply, delivery, installation, and testing and commissioning of a new main low voltage switchboard and a PC-based Power Quality & Energy Management System (PQEMS) at the G/F Switch Room of the hospital.

Scope of Work:
The scope of work for this project included the following:

a) Design, supply, delivery, installation, and testing and commissioning of two (2) sets of new main low voltage switchboard, including all associated circuit breakers, switches, changeovers, measurement and protection current transformers, protection relays, digital power analyzers, heaters, metering, control and indication devices, fuses, electrical wirings, cables, and accessories to complete the system, at G/F Switch Room of the Hospital.

b) Design, supply, delivery, installation, and testing and commissioning of one (1) set of PC-based Power Quality & Energy Management System (PQEMS) for real-time monitoring, logging, and analysis of power quality and energy consumption data of building services installations at the Hospital. The PQEMS comprised a power quality and energy management server, a 24-ports Ethernet network switch, PQM and BEM operator workstations, network gateways, uninterruptible power supplies and associated input and output devices, networking devices, adaptors/converters, relays, remote terminal units, licensed PQEMS software, wirings, cables, hardware, software, and accessories.

Challenges and Solutions:
One of the main challenges faced by Iu Cheong Electric Company Limited during this project was the need to carry out the urgent partial replacement of the low voltage switchboard in a busy hospital environment. To overcome this challenge, the company worked closely with the hospital management team to schedule the work at times that minimized disruption to hospital operations. The company also ensured that its team of electricians were equipped with the necessary personal protective equipment (PPE) to comply with the hospital’s safety regulations.

Results and Achievements:
Iu Cheong Electric Company Limited successfully completed the urgent partial replacement of the low voltage switchboard and the installation of the PC-based Power Quality & Energy Management System (PQEMS) at North District Hospital. The new main low voltage switchboard was designed, supplied, delivered, installed, tested, and commissioned in accordance with the relevant regulations and standards. The PQEMS was also designed, supplied, delivered, installed, tested, and commissioned to provide real-time monitoring, logging, and analysis of power quality and energy consumption data of building services installations at the hospital.
